The tax assessment system is bias  for  funding itself.  The mass appraisal techniques used by assessors' offices can be a point of contention.  According to the Appraisal Institute publication "The Appraisal of Real Estate" (12th Edition), there are three main inadequacies in the valuation models used for ad valorem taxation purposes:

  • Inacurate applications
The majority of property owners who appeal their taxes by themselves fail to get a reduction, because they do not understand the process. 
In order to successfully challenge a tax assessment on appeal, sufficient evidemce has to be submitted in a timely manner to the Value Adjustment Board (VAB), and the right presentation prepared for the hearing in compliance with Florida Statutes. The County has evidentiary guidelines and they must be followed to the letter, or your evidence will not be considered and the case declined.
